You can train a person monkey-like to read music notation in the same way that high school kids learn to type, but only humans can make music. They are different skills and we often fail to differentiate them. Unfortunately, most music training nowadays is preoccupied with the former and so fails to achieve the latter. Apparently, there is often the magical thinking that one will naturally lead to the other and it almost never does.
We should also distinguish sight-reading, which is reading music for the first and only time, from recursive reading and dependent reading of notation to simulate a musical performance or remind us of familiar music.
Independent music performance of music, on the other hand, depends entirely on a person’s muscle and aural memories and is a prerequisite for improvisation of new music. The entire process should be natural like walking and talking.
